ICE (United States Immigration and Customs Enforcement) was created in 2022 as part of the Homeland Security Act. Other agencies ably fulfilled the ambit of ICE prior to 9/11 and there is significant overlap in ICE, CBP, and other DHS agencies today. It doesn't help that ICE is now the primary terror and right-violation arm of the current regime.
